Further cost cutting measures were announced at today's World Motor Sport Council. Every entry in the 2009 world championship must run the same engine for three rallies, and each team can only normally run eight cars per year. The team can again choose which events shall be linked together for engine allocation purposes, but there will only be four links in the season for a team doing the full season, three links if an MT team opts to enter fewer rounds. The FIA also confirmed its worries about the cost of the proposed World Rally Car rules, due to take effect in 2010 and in reality expected to come into force in 2011. A dedicated Commission is to be formed to ensure that the "Super Production" category cars (the current Group N including Super 2000) will be converted into World Rally Cars by the addition of a specific kit without involving unexpected degrees of expensive technology.
Other measures were confirmed. The sport is to have a golf and tennis style world driver ranking system to be trialled in 2009 and made official in 2010. Standardised penalties for speeding during recce are to be enforced and the system for enforcement clarified. The reduced calendar for 2009 (twelve rallies instead of the current 15) has led to clarification about the minimum number of rallies which second-level registered ("MT") teams must enter (eight instead of 10) and a new rule states that full world championship points shall be granted however much a rally might be shortened. This is to give fairer conditions for the Junior and Production championships where drivers select which events they will enter in advance. The final major decision was that the supplier of control fuels will revert to the British company Carless. For the past three years the fuel has been provided by Shell in Germany. For 2009 and onwards a considerably different eco-friendly specification of control fuel is to be used.
